After due discussions and consultations among participants and country delegations present at this second National Youth Service Global Conference; and granting the existing and promised co-operation of the various delegations, the participants hereby declare and commit themselves as follows:
Whereas the youths constitute the largest percentage of our countries' populations, and whereas they appear in most cases to be left out of the national scheme of things thus compounding their problems and social ills, we hereby resolve and commit ourselves to fostering opportunities and programmes for the greater participation of youths in decision-making processes and nation-building.
That in pursuance of the above commitment, and in recognition of the importance of having a global platform to channel our resources and energy for sustained and dynamic co-operation, we hereby commit ourselves to exploring ways and means of forming an International Association of National Youth Services.
That to maintain the momentum and progress so far achieved in the establishment and progress so far achieved in the establishment of the National Youth Service Global Conference, we accept as our commitment, to co-operate with all parties concerned, and assist in any way possible for the successful hosting of the third National Youth Service Global Conference by Papua New Guinea in 1996.
We hereby express our profound gratitude to the government and the people of the Federal Republic of Nigeria, all other countries, agencies and organisations, for embarking on this laudable programme to improve the status and welfare of our youth, thereby arresting some of our social ills.
