Chapter 3Communique of the 3rd Global Conference
on National Youth ServiceWe the participants of the 3rd Global Conference
on National Youth Service, met at Port Moresby, Papua New Guinea, on 14-18th October
1996 on the theme of 'A Global Idea for Local Action.' Coming from 16 countries:
Australia
Cook Islands
Ghana
India
Indonesia
Israel
Kiribati
New Caledonia
New Zealand
Nigeria
Papua New
Guinea
Solomon Islands
South Africa
United Kingdom
United States
Zambia
and organizations, namely, the Coordinating
Committee for International Voluntary Service, housed at UNESCO HQ Paris, and
the National Clearing House for Youth Studies, Australia, the attendees established
the International Association for National Youth Service, recognising:
that both the first and the second Global Conference on National Youth Service
held in USA and Nigeria respectively, concluded that National Youth Service:
- fosters nation-building, strengthens communities, accomplishes important human
and environmental services, and is a positive instrument for youth development;
- promotes mutual understanding among diverse groups as well as global peace
and co-operation;
- deserves consideration by all countries as a major youth
policy;
- should be the topic of international exchange of ideas and of
global co-operation; and
Concurring with the view points expressed
at the earlier Conferences and wishing to take measurers to realise the promise
of National Youth Service with the following Association activities.
- Collecting and disseminating information about NYS programmes throughout the
world;
- Providing assistance to countries and organisations interested
in establishing NYS Programmes;
- Fostering the development of National
Youth Service programmes through exchanges and training of both staff members
and young people in service;
- Organising global and regional conferences
on NYS;
- Helping to arrange multi-National Youth Service teams;
- Collaborating
with the United Nations and other international bodies in activities of common
interest;
- Sharing information with NYS participants regarding progress
in meeting human and environmental development goals and the role to be played
by NYS participants in meeting these goals; and
- Assisting the conduct
of NYS research, monitoring, and evaluation.
The Conference adopted a
resolution relating to National Youth Service for Global Peace and Development
calling on the young people of the world to move toward greater involvement in
Civilian Service through National Youth Service in the 21st Century. The
discussions on the role of NYS concentrated on the following issues:
- Peace and Understanding
- Environment Education and Information
- Health, Drugs and Substance Abuse
- Employment and Enterprise Development
- Management of National Youth Service.
The Conference noted the
wide ranging deliberations and recommendations of the PNG delegation with respect
to these issues. The conference approved an action plan for the arrangements
for the 4th Global Conference on National Youth Service. This accepts the invitation
of Community Service Volunteers in the United Kingdom to host the Conference in
June or July 1998. A further invitation from the Carmel Institute in Israel was
received and represents the second choice of venue. The conference notes
that the action plan calls for completion of work by the PNG Secretariat by end
of 1996 and looked forward to activities to be initiated by the International
Association and the host organization for the 1998 Conference. All participants
expressed appreciation of the hospitality of the Government and the Conference
National Organisation, Committee Chaired by Mrs Enny Moiatz, of the Independent
State of Papua New Guinea. Appendix to Communique Action

- PNG sends a special conference report to host of 4th Global
Conference that will facilitate planning for that conferenece

- 4th Global Conference list extends invitation to others to join Association
May - 4th Global Conference host, in consultation
with selected members, designates association committees that will meet during
4th Global Conference, These committees may include:-

Conference host issues association newsletter, giving NYS developments in various
countries and information on the conference.
