Resolutions agreed

Major Conference Resolutions are as follows:

* Honorary President of the IANYS elected - Donald Eberly - to serve two-year term.

* Vice-President elected (agreed that this person be from the future hosting nation each time): Dr. Reuven Gal, Israel.

* Formation of IANYS Steering Committee agreed (various tasks including IANYS promotion, definition of what country and individual IANYS members are, funding - including the possibility of IANYS members' dues, definition of key terms used by the IANYS, and 5th Global Conference preparation etc) - Committee members, representing all six inhabited continents, are:

Information on the tasks of this Committee will be circulated during 1999.

* Title of `IANYS' - Position paper on possible name change to reflect membership will be circulated to all delegates prior to the 5th Global Conference - for discussion at the Conference (the position paper was subsequently circulated in December 1998).

* Presidential position statement (for delegates' use in advising their home governments and publicising the IANYS to their national and regional media, youth organizations etc) to be issued by the new IANYS President shortly after the Conference. This was subsequently issued in August 1998 and is now included on pages 10 to 11 of this report.

* Use would be made of the Internet as a medium for NYS communications (for the maintenance of communication networks and for information-sharing) - with the possible creation of a listserve (for discussions, for a newsletter with editorial contributions from subscribers, and with links to all other relevant web-sites) and a knowledge database. As a first step, the current Conference Secretariat would circulate all delegates' e-mail addresses to each other to facilitate communication.

* Funding sources - the question of IANYS members' dues was raised - agreed that this needs to be discussed further and will be moved forward by the IANYS Steering Committee.

* Promotion of IANYS - this will be included in the tasks of the Steering Committee.

* There was a need for further definition of the key terms used by the IANYS (with definitions taking into account and respecting cultural differences) - this will be included in the tasks of the Steering Committee, who would circulate a list of definitions for all members to respond to. Terms include: service, recipient of service, provider, civic/civilian service, voluntary service institutionalization, community/national/regional/global, type of work/service, compulsory/mandatory, voluntary/volunteer, non-governmental delivery vs. governmental delivery, service-learning, youth, and target groups.

* Delegates at the Conference also agreed to contact other countries to involve them in the NYS network - by telling them about this series of conferences and the IANYS (and advising them, in particular, about the 5th Global Conference), and increasing their awareness of the need for more and more countries to come together to promote and progress NYS. Delegates representing the following countries agreed to contact these target countries:

Other suggestions for consideration (not formally adopted by all delegates as agreed resolutions at this stage) include:

  • A survey of all delegates at this Conference to ascertain the state of Service-Learning in their countries.

  • Regional Conferences taking place in the year (2001, 2003 etc) between each Global Conference, to help promote regional awareness and links, increase NYS profile and increase IANYS membership at the subsequent Global Conferences.

  • While awaiting the creation of a listserve, an interim measure might be for delegates to take advantage of free access to the web-site of the Corporation for National Service in the USA (www.nationalservice.org). This site also contains links to other service organization web-sites.

  • The Association should forge links with UNESCO, other United Nations agencies and the Commonwealth to help promote NYS.

New signatories to the Charter of the IANYS

The Charter was launched at the 3rd Global Conference. At the 4th Global Conference membership of the IANYS increased, with eleven people from six nations as new signatories to the Charter (an extract from the Charter and details of the new signatories are included with this report as Appendix 3 on pages 53 to 55).

Plans for the 5th Global Conference in Israel in the year 2000

The Israeli Government would welcome if its offer to host the 5th Conference was accepted. This Conference accepted that offer. Suggestions for funding possibilities/organisations would be welcomed. The 4th Global Conference Secretariat would hand over to Israel during 1999. The IANYS Steering Committee for the 5th Conference would be the same as that agreed for moving the IANYS forwards (see `Resolutions agreed' on page 7). The Conference would be held on 11-16 June 2000 near Jerusalem, and would include field-trips and a more significant involvement of young people.
Ghana offered to host the 6th Global Conference in 2002 unless Latin America stepped in to host this nearer the time.
Update, October 2000: The 6th Global Conference is to be held in Argentina in 2001.
