Appendix 3— Resolutions of the IANYS General Meeting

1. The Conference discussed a proposal calling for several avenues of cooperation between the United Nations Youth Unit (see Appendix 4) and the International Association for National Youth Service. The proposal had been made earlier in the Conference by William Angel, the Chief of the UNYU. It was further refined following discussions among the Chief of the UNYU and IANYS members from each of the six continents represented at the conference. It was further discussed in plenary session and unanimously approved by the Conference. The proposal as finally agreed is to take effect following clearance by the UN legal office.

The agreement reads as follows:

DRAFT LETTER OF COOPERATION BETWEEN THE UNITED NATIONS YOUTH UNIT (UNYU) AND THE INTERNATIONAL ASSOCIATION FOR NATIONAL YOUTH SERVICE (IANYS)

WHEREAS IANYS in Article II of its Charter indicates that the activities of the Association may include collaboration with the United Nations and other international bodies in activities of common interest;

WHEREAS the UNYU promotes and reviews the actions of Member States to undertake national youth service programs pursuant to the implementation of the United Nations World Program of Action for Youth (General Assembly resolution 50/81, Annex, Section B. Proposal 3);

NOW THEREFORE, the UNYU and the IANYS hereby agree, to the extent that resources permit, on the following five points of cooperation for the International Year of Volunteers (IYV: 2001) and its follow-up:

1. Collection and dissemination of information on National Youth Service;

2. Research and analysis on National Youth Service;

3. Policy development on National Youth Service among governments, youth-related organizations of the United Nations system, and other youth-related intergovernmental organizations;

4. Technical cooperation and advisory services on National Youth Service;

5. Promotion of outreach and partnerships with youth organizations to involve their active participation in the formulation, implementation and evaluation of National Youth Service programs.

CONCLUSION: The UNYU and the IANYS agree on the above points of cooperation, with the understanding that such a Letter of Cooperation is in conformity with the respective mandates and work programs of the UNYU and the IANYS.

2. The Conference selected a Steering Committee to guide the affairs of IANYS for the following two years. The members are Donald J. Eberly, Honorary President; Maria Nieves Tapia, Argentina; Susan Stroud, United States; Brigadier General Kola Ogunkoya, Nigeria; Dr. Reuven Gal, Israel; Elisabeth Hoodless, United Kingdom; Dr. Subba Rao, India; and Nicole Gilding, Australia.

3. The Conference requested the Honorary President to produce three-line definitions of National Youth Service, service-learning, and IANYS.

4. The Conference accepted by acclamation the proposal of the Ministry of Education of Argentina to host the 6th Global Conference in Argentina in 2002.

Discussion:

* The Conference identified several initiatives that should be pursued. They included the upgrading of the IANYS web site as proposed by Anne Hugo and Lissa Johnson; NYS research initiatives; a journal, both printed and virtual; an initiative to promote the professional development of NYS staff members; the provision of technical assistance to countries interested in developing NYS; and developing NYS as an academic discipline.

* There was also discussion of the extent to which IANYS should remain a fairly loose association with biennial conferences the major activity; and the extent to which it should become more formalized, with a Secretariat and paid staff members. The argument in favor of a loose association centered on the vitality and creativity that are clearly present at the conferences, as well as the danger of the Association being taken over by a single country providing most of the financial support. The argument for a more formal Secretariat focused on the need to have a central location and paid staff members if IANYS is to carry out the activities identified above. There was agreement that current resources do not permit a paid staff, and that delegates who might be interested in pursuing any of the proposed initiatives are invited to do so in consultation with the

* Steering Committee.

* The Conference received expressions of interest by the delegates from Canada, Barbados, and Russia for hosting the 7th Global conference in 2004.

* The Conference concluded with a strong and cheerful expression of admiration and gratitude to Reuven Gal and all his staff members for the Conference they conducted, a Conference described as "informative, inspiring, and entertaining."
